A document going out for review or signature is sometimes better off fixed in place. Once the pages are pictures, nobody can select the text, edit it, or lift a paragraph out of it.
This is not security. The words are still perfectly readable on screen and anyone can retype them or run them through OCR. It stops casual copying, not a determined person. For real protection use Protect PDF instead.
In a normal PDF the text is text. Each letter is stored as an instruction saying which letter it is and where it goes, which is why it stays sharp at any zoom, why you can select and copy it, and why searching works.
