This comes up more often than people expect. A form arrives with copying blocked, a report cannot be printed properly, or an old document carries settings nobody remembers applying. If the file is yours or you have the right to use it, there is no reason to be stuck with them.
When a PDF blocks printing or copying, it is not physically stopping anything. The restriction is a set of flags inside the file that asks the viewer to hide those options, and readers such as Adobe respect them. That is why they work in day to day use.
