Bookmarks are the clickable outline down the side of a reader. In a long document they are the difference between finding a section in a second and scrolling for a minute, and a surprising number of reports and scans have none at all.
Bookmarks live in the file rather than on any page, so nothing you see changes. Adding them does not alter a single pixel of the document.
An outline is a tree. A chapter sits at the top level, its sections sit underneath, and subsections sit underneath those. The In and Out arrows move an entry between those levels.
One rule is worth knowing. Levels cannot skip. If the entry above sits at the top level, the next one can go one level deeper and no further, and asking for more pulls it back. An outline with empty rungs in it is not something readers handle well, so it is prevented rather than allowed to happen.
Add your PDF and anything it already has is listed. Add entries, set which page each points at, and use the arrows to nest them under one another.
