A contents page is printed onto the document itself, which means it survives being printed, emailed, or read in software that ignores the bookmarks panel. It is built from the outline the document already has.
This adds real pages to the document. The bookmarks panel is left as it was, so you end up with both.
Putting a contents page at the front pushes every other page along. What was page one becomes page two, and a contents page listing the old numbers would point at the wrong places from the moment it was made.
So the numbers are adjusted to match. Put it at the back instead and nothing moves, so nothing needs adjusting.
Add a PDF that already has bookmarks. Those entries become the contents page, with a dotted line running out to each page number.
A contents page is built from the outline a document already has. If there is none, there is nothing to list. Add bookmarks with the Edit Bookmarks tool first, then come back.
Front is what most documents want, and it is worth knowing that adding pages at the front pushes everything else along. The listed page numbers are adjusted for that, so they still point at the right places. Putting it at the back moves nothing, so the numbers stay exactly as they were.
