Once something is a PDF it is awkward to change. Getting the words into Word means you can edit, rewrite, and reuse them instead of retyping the whole thing by hand.
This gives you the words, not a copy of the layout. Paragraphs come through as paragraphs and stay editable, but images, columns, spacing and fonts do not. For a document you mainly need to rewrite, that is usually what you wanted.
A PDF does not store lines or paragraphs. It stores each piece of text along with the exact spot it sits on the page, rather like words arranged on a table. There is no record of which words belonged to the same sentence.
So the lines have to be worked out from those positions: pieces sitting at the same height become one line, and a gap wide enough becomes a space. Ordinary documents come through cleanly. Columns and tables can come out in a different order than they look, because on the page they are simply text in particular places.

Your PDF is almost certainly a scan. A scanned page holds a picture of the words rather than the words themselves, so there is nothing to pull out. Reading those needs OCR, which is a different job.
